On 23rd September 2022, EU4LEA Project ‘European Union for Law Enforcement in Albania’ organized its Launch Event, convening in Tirana, Albania with the participation of project key beneficiaries and stakeholders.
EU4LEA project is funded by the European Commission under the Instrument for Pre-Accession Assistance II (IPA II). EU4LEA project started its implementation phase on 1st of June 2022 and is expected to last twenty-four months. The project is implemented by the Ministry of Interior of the Republic of Italy, as the lead partner in consortium with the Federal Ministry of Interior of the Republic of Austria and ‘The International and Ibero-American Foundation for Administration and Public Policies’’- FIIAPP, Spain.

Ms Christiane HOHMANN-Ambassador of the European Union to Albania, Mr Bledar CUCI-Minister of the Ministry of Interior, Mr Olsian CELA -General Prosecutor of the General Prosecution Office, Mr Arben KRAJA- Chief Special Prosecutor, Special Prosecution Office on Anti-Corruption and Organised Crime, Mr Vittorio RIZZI-Deputy Chief of the Italian State Police and Mr Muhamet RRUMBULLAKU- General Director of the Albanian State Police honored with their presence at the launch event of the project.
Ms HOHMANN reiterated the ongoing commitment of the European Union to support Albanian counterparts in fighting organsied crime and corruption. The Ambassador mentioned that the cooperation of the project with the beneficiaries is considered as strategic and relevant in view of the start of Albania’s EU accession negotiations process. Her Excellency expressed the European Union willingness to see Albania to succeed in this endeavor and reassured that EU4LEA project is one of the key tools of the European Union that will provide support to Albanian institutions. At the end of her address Her Excellency extended her special thanks to the heads of the Albanian institutions and their staff benefiting from this project for their renewed trust. She wished to the Albanian institutions a successful cooperation with the project in order to achieve tangible results and help the country to advance towards EU accession.
Mr CUCI appreciated the support provided by the European Union. In addition, he reaffirmed the common commitment to advance the European agenda, as well as to encourage the Albanian law enforcement agencies to continue working to meet all objectives and deepen results in the framework of Chapters 23 and 24 of the EU acquis, considered as the backbone of the entire process of accession to the union. Minister of Interior extended special thanks to the Ambassador of the European Union to Albania for European Union support provided to the law enforcement agencies. He added that Albania has now entered the irreversible path of becoming a member of European Union. At the end of his address the Minister of Interior availed himself of the opportunity to express his appreciation on the project assistance and encouraged the EU4LEA project management on further cooperation hoping that the impact of its assistance is not only tangible but also lifelong.
Mr CELA mentioned that the European Union assistance provided through EU4LEA project comes at an important moment of the implementation of the reform in justice, that of the consolidation of the new institutions or those reconceptualised by it. He assured of the full commitment of the prosecution office, in order to create the right synergy for the achievement of the common objective, that of aligning the performance of law enforcement agencies with the best European Union standards.
Mr KRAJA mentioned that the European Union assistance provided through EU4LEA project is important to reinforce the investigation capacities of SPAK. He extended his thanks to EU4LEA Team Leader and his team for his readiness and commitment to include in the project activities the institutional needs and objectives. Besides, he highlighted the support and contribution of the Team Leader in the NBI International Review Commission.
Mr RIZZI mentioned that the project bears the important scope of consolidating the capacities of law enforcement bodies in Albania and facilitating the path of Albanian institutions towards compliance with European Union standards, both in the judicial and security fields. Besides, EU4LEA will guarantee Albanian citizens a safe and suitable environment to promote the economic and social growth of the country, improving the organizational, administrative, managerial and technical skills of the Albanian State Police and optimizing the results, in coordination with the Albanian General Prosecution Offices and other competent agencies and institutions.
At the end of the launch event Mr Fabio OTTAVIANI, EU4LEA Team Leader provided an overview of the project focusing on main areas of intervention. He reassured the project beneficiaries on the readiness and commitment of EU4LEA project to respond to the Albanian institutional priorities, with the aim of fulfilling the overall and the specific objectives of the project.
He highlighted that EU4LEA is as an EU-funded technical assistance project with an element of supply, designed to support and assist key Albanian law enforcement agencies in particular the Albanian State Police, Ministry of Interior, SPAK (SPO and NBI), General Prosecution Office, including District Prosecutor Offices (POs), in achieving their objectives and bringing their performance closer to best EU standards. The overall objective of EU4LEA project is to contribute to the strengthening of the rule of law in Albania. The specific objectives of EU4LEA project are to: 1. Improve the performance of Albanian State Police (ASP), SPAK (SPO and NBI), the General Prosecution Office/POs and relevant agencies in the fight against serious/organized crime, high-level corruption and environmental crime. 2. Improve national Integrated Border Management (IBM).
